Interesting - I noticed a few sites (Salon and some others that I can't remember) who seemed to interpret the Locke piece as being rather damning of corporations and their role in poor working conditions. Having actually read the article now, I'm confused as to how they arrived at that conclusion. From what I can tell, he lays ultimate responsibility at the feet of the domestic governments themselves.
