That's from an East Berlin newspaper that I would call moderately left in Germany (radical left in the US I guess). Not quite sure I get the humor though.
'Global banking system on the edge'?!
I think people find humor in anglicizing rather than translating the German "wankt." Sounds a lot like "whacked" or other somewhat less polite colloquialisms.
